Bloomberg Associates (BA) is Bloomberg Philanthropies' pro bono consulting service founded by Michael R. Bloomberg, the 108th Mayor of New York City and Founder of Bloomberg LP, as a philanthropic venture.
We provide services to cities that help governments improve the quality of life of their citizens. BA works across nine (9) different focus areas: Cultural Assets Management, Marketing & Communications, Media and Digital Strategies, Municipal Integrity, Social Services, Sustainability, Transportation, Economic Development and Urban Planning, with teams that have deep subject matter expertise and extensive experience in municipal government.
Position Description
The Program Manager is a dynamic and exciting opportunity for professionals with experience advising or working with public sector technology and cybersecurity. The Program Manager will work alongside a small team to enhance and improve cybersecurity programs with partner cities and help them embrace modern (and more secure) technology solutions. We aim to advance innovative cybersecurity and technology practices to Senior Government officials through comprehensive assessments, crafting strategic plans, and supporting the implementation of technology projects. The Program Manager will work directly with client cities to improve their cybersecurity programs, reduce risk as they continue to undergo digital transformations and help them make meaningful strategic technology decisions and improvements.
Key Responsibilities
- Develop city-specific cybersecurity strategy and roadmap based on a thorough assessment.
- Develop and improve city-specific cybersecurity governance programs to elevate information to upper management.
- Project manage client teams, guide project execution, and ensure successful implementation of key projects from cybersecurity strategy or roadmap.
- Develop unique research inspired by client needs to help support the municipal cybersecurity and technology sector.
- Collaborate with city officials and IT teams to understand their unique cybersecurity and technology needs and challenges.
- Create client material; synthesize information and present to senior city leaders around cybersecurity and technology issues, including CIOs and CISOs.
- Foster relationships with city officials and stakeholders to understand their strategic goals and align cybersecurity and technology initiatives accordingly.
- Keep informed on emerging technology for the impact on cities, especially in regard to cybersecurity and technology modernization.
- Stay abreast of emerging technology and cybersecurity trends, regulations, and best practices, ensuring that our strategies remain relevant and effective.
Key Qualifications and Experience
- 7+ years of experience in the fields of cybersecurity management and general technology management.
- Excellent problem-solving skills with the ability to think critically and strategically.
- Strong organizational design and process management skills.
- Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), or Certified in Risk and Information Systems Control (CRISC) credentials are highly desirable.
- Experience planning and leading a team to achieve a technical goal.
- Experience in client service delivery/management consulting and ability to manage multiple engagements and projects simultaneously.
- Strong communication and presentation skills, capable of conveying complex cybersecurity concepts to non-technical audiences.
- Strong data interpretation and analytical capabilities..
- A focus on excellent delivery and attention to detail
- Ability to analyze complex information/data and synthesize information strategically based on audience.
- Extremely proactive with a high degree of aptitude for complexity in scheduling and organizing multi-city or multi-project portfolios, and in the coordination and tracking of delivery activities across numerous partners.
- Experience in startups or government technology environments preferred.
- Familiarity with municipal finance is preferred.
- Interest in AI and its application in municipal technology and cybersecurity.
- Bachelor's degree required with post-graduate degree preferred.
